Roles and responsibilities:
The Health Promotion Board (HPB) is seeking a highly motivated and dynamic candidate to join the Monitoring and Surveillance team. Contributing to HPB’s goal of being a thought leader in evidence-based public health, the jobholder will play a key role in managing HPB’s monitoring and surveillance platforms to ensure a smooth and seamless implementation of population level studies on a continual basis. The aim is to advance data-driven health promotion by integrating monitoring and surveillance with policy and practice at the national level.

Contributing to HPB’s goal of being a thought leader in evidence-based public health, the jobholder will play a key role in managing HPB’s monitoring and surveillance platforms to ensure a smooth and seamless implementation of population level studies on a continual basis. The aim is to advance data-driven health promotion by integrating monitoring and surveillance with policy and practice at the national level.
The jobholder will play a key role to:
- Design, manage and review national monitoring and surveillance studies [e.g. National Population Health Survey (NPHS), National Nutrition Survey (NNS), Youth Health Survey (YHS) and other studies nested via these national monitoring and surveillance platforms]. He/she will work with and build the capability of the research industry (e.g. research companies) in conducting these studies so as to build an efficient and sustainable working model. This includes working closely with the research industry to put in place good administrative processes to recruit and retain a core group of efficient and capable survey interviewers; and to set up an efficient process for close monitoring of fieldwork including timely trouble-shooting and solutioning. He/she will also work with the research industry to develop, oversee and maintain a robust data quality system to ensure that high quality data are captured for national monitoring and surveillance purpose.
- Generate learnings from analysis of data from monitoring and surveillance platforms and other diverse data sources, distil insights and translate findings to practical recommendations to support policy and strategy development for business needs.
- Communicate monitoring and surveillance findings effectively through the use of various techniques (e.g. data visualisation techniques) and good verbal presentation skills to a wide and diverse range of stakeholders.
- Work with matrix cross-functional working teams and contribute to the monitoring and review of HPB’s key health promotion strategies.
Requirements:
The ideal candidate should possess:
- A Degree in Public Health, Food Science, Nutrition, Health Sciences, Life Sciences, Data Sciences, Social Sciences or related discipline
- At least 5-10 years’ working experience in behavioural and health-related research
- Strong project and vendor management skills, and experience in survey management, consultancy or research will be an added advantage
- The ability to work in a fast-paced, results-oriented matrix organisation, lead and participate in matrix cross-functional working teams
- Good interpersonal, partner management, influencing and negotiation skills so as to work with a wide spectrum of partners (e.g. academics, partners from public and private sectors)
- Good analytical skills to enable triangulating of data across diverse data sources, including knowledge and experience in statistical analyses. Familiarity with statistical software such as SPSS, STATA, or R will be an added advantage
- Excellent communication skills (e.g. verbal, written and presentation skills)
- Intellectually curious, innovative, resourceful and able to implement changes
