Manager, Research, Evaluation & Development
We are looking for passionate individuals committed to the cause of enabling socially disadvantaged low-income families and communities realise their aspirations and get out of the poverty cycle.
This position will offer opportunity to spearhead a new unit committed to justice, data-driven decision making, and participatory research.
Responsibilities:
- Lead, design and execute an integrated Monitoring, Evaluation and Learning (MEL) strategy and system across the whole of SCC and transformation verticals, together with research consultant, to track families’ transformation journey so as to (1) to monitor the progress and impact of our work so that SCC can learn iteratively to adapt and improve our work and (2) to evaluate the extent to which SCC has achieved “Poverty Transformation With-in Empowered Communities”
- Iterate, finetune and validate SCC’s organizational theory of change (SCC TOC) through prototyping efforts in Lengkok Bahru (LB Prototype) in collaboration with social & family workers and various transformation verticals
- Work with various team leads to synergize and execute an integrated and coherent data collection system across SCC for MEL
- Work with research consultant to ensure that SCC team is equipped with capabilities to conduct and sustain MEL in our work
- Analyze collated data and synthesize insights on SCC’s work from the MEL system
- Communicate monitoring, evaluation and learning insights from SCC’s work to internal and external stakeholders
- Design & conduct programme evaluation for social work-related programmes and/or community initiatives
- Design & conduct evaluation for the family transformation verticals with pathways in education and development, home ownership and livelihood.
- Conduct research (can be joint research-evaluative study) on families which can assist in new program development or to build pivot strategies for existing programs
- Provide supervision and guidance to Research, Development & Evaluation (RED) Executive
- Work with FTMS data management team to ensure coherent data systems across SCC programmes/verticals that are aligned to the MEL strategy for tracking of families’ transformation journey towards Poverty Transformation
- Oversight of new and existing research projects across SCC and develop SCC into a practice and thought leading centre for community-centric, social mobility and practice research
Requirements:
- Degree with Honours with at least 6-8 years of research, or evaluation and/or marketing experience
- Experience working with the social service sector would be preferred
- Strong analytical skill and strong familiarity with non-profits and proficiency in research or MEL (Monitoring, Evaluation and Learning) framework or evaluative tools and approaches
- Ability to work autonomouslyand execute multiple tasks while responding to multiple priorities
- High level of judgment with an eye for trends and patterns
- Sensitivity to implications of policies on work with families
- Willing to be hands-on and work with internal and external stakeholders
- Team-player and willingness to collaborate
