The Group operates Singapore’s national debit scheme enabling customers of DBS Bank/POSB, HSBC, Maybank, OCBC Bank, Standard Chartered Bank and UOB to make payments using their ATM cards or mobile devices at more than 130,000 acceptance points in the country as well as online payments.


Position Summary


The Facilities Management (FM) department under the Corporate & Workplace Solutions Division, is responsible for developing and providing efficient and effective facilities which support our businesses and critical systems, and ensure safety and security of our staff.

The scope under FM include lease management, M&E services, security systems and workplace health and safety.


Key Responsibilities


Site Operation Management

• Overall in-charge of site

• Conduct daily walk-about and complete walk-about checklist

• Schedule and escort vendors for all maintenance activities

• Support the MEPF Lead in the development of maintenance regime and strategy

• Monitor telephone bills, utilities consumption and carbon emissions. Verify bills accuracy for manager’s approval

• Point of contact to Landlord

• Coordinate vendors’ submissions for security clearance,

• Feedback on building’s issues, and track issues status until closure,

• Organize quarterly business reviews with Landlord

• Provide onsite support for any planned and unplanned out-of-hours working

• Monitor and provide reports including but not limited to operation trackers, site inspection and energy consumption

• Provide logistic support for any office event

• Perform any other facilities management related duties including annual power shut down


Health & Safety Management

• Observe safety hazards and near misses as part of daily walkabout and include such events in the WSH risk assessment for follow-up

• Conduct WSH risk assessment as and when required, or on minimum quarterly basis

• Support the WSH Lead on development of WSH procedures

• Adhere to all fire safety and WSH regulations

• Attend fire drill briefing scheduled by Landlord and then conduct briefing to fire wardens internally


Stakeholder Management

• Be the first point of contact to users for all facilities matters for assigned sites

• Manage user’s facilities requests and track status until closure

• Establish good working relationships with users and develop trust and confidence with a service excellence mindset

• Adhere to SLA requirement


Procurement & Vendor Management

• Develop new purchase specifications or adapt standard purchase specifications

• Identify potential vendors that can meet purchase requirements to provide quotes for facilities related purchases

• Coordinate site assessment by potential vendors

• Evaluate potential vendors by received quotes and other relevant information and recommend selected vendor

• Coordinate for vendors’ provision of goods and services in alignment with Building Management’s requirement

• Conduct daily inspections to ensure the onsite vendors’ adherence to SLA

• Monitor vendors’ performance according to SLA defined in contracts on regular basis

• Conduct quarterly vendors performance review meetings


Contract Management

• Ensure that legal checklists and contracts are put in place and signed off for applicable purchases, e.g: landscape, cleaning, maintenance, etc.


Finance Management

• Perform GRN for purchases, upon sign off on complete delivery order/service reports

• Support manager on annual budget plan and budget vs actual expense monitoring/clarifications to ensure that the site’s financial operations are meeting targets and control requirements

• Conduct regular space audits and update space inventory lists

• Support in planning and executing workplace enhancement program, reconfiguration, seating arrangement and movement

• Coordinate with project team and landlord on facilities planning and incorporation into design for new fit outs of offices

• Support in reviewing, evaluating and providing inputs to all fit-out design proposals, test-fits, requirements related to space, layout and MEP system


Requirements


• Bachelor's degree/Diploma in Mechanical Engineering or equivalent from a recognized university

• 1 to 3 years of related working experiences preferred

• Proven experience in facility management in office space facilities

• Strong building and M&E knowledge with hands-on experiences

• Possess strong leadership, quality, good planning and organizing ability

• Has a good safety mindset and displays good WSH behaviors
