Responsibilities
- Advise Compliances Officer on HSE matters to ensure the Company complies with current MOM WSH Act, NEA Public Health Act, Protection and Management Act, SCDF and local government laws and regulations.
- Ensure that site safety management system including client inhouse HSE rules and regulations are being implemented, monitored accordingly and also assuring its adherence
- Develop HSE plan which includes permit to work, all other related permits and safe work practice (SWP)
- Set up an emergency response plan and emergency response team
- Work with site manager and team to review and advice risk assessment for method statements and ensure it is in line with WSH (Risk Management) Regulations and customer HSE requirements
- Co-ordinate with respective client HSE team and other subcontractors for safe execution of site activities
- Conduct regular safety talks to all project team members to enforce compliance to HSE guidelines
- Advise project specific HSE training, conduct in-house HSE training, attend client HSE meeting, record HSE statistics and manage daily site HSE matters
- Conduct site HSE inspections, ensure site HSE is in compliance with customer, local government laws and regulations and issue report
- Secretary of Site HSE committee, conduct HSE meeting with project team and subcontractor
- Promote safe conduct and good practice of HSE within the company
- Carry out investigations on accidents and near-miss incidents with project team and record the findings
- To liaise with the compliance officer, relevant authorities when an accident occurred and submit iReport to MOM if require
- Advise project manager and team on unsafe act and practice found which require STOP work
- Ensure PPE issue to employees are in line with local / international regulations
- Review HSE policy when there is a change in WSH Act, environmental Act, local government laws and regulations
- Ensure proper documentation and filing of HSE records
- Ensure all HSE tools and equipment such that gas detectors are calibrated and safety harness tagging and fit for use
- Manage a team of HSE coordinator
- Abide to the Environmental, Safety and Health regulations (Internal & External)
Requirements:
- Minimum academic qualification of HIGHER NITEC or Diploma
- Passed Workplace Safety and Health and Environmental Control Officer Course and Registered with MOM and NEA respectively.
- Good communication skills and team understanding
- Able to work independently, competent and able to multi-task
