Roles & Responsibilities
This role will be assisting to manage and oversee the Contracts & Procurement Department to drive value through procurement excellence and ensure compliance and adherence to procedures to the Town Council Act/Town Council Financial Rules.
JOB RESPONSIBILITIES:
- Assist to oversee the tender and quotation processes, including preparing specifications, calling for tenders/quotations, and evaluation of bids;
- Interface with Tender Committee on approvals, publication, evaluation reports recommendation & award;
- Review Letter of Award (LOA) and other instruments prior to issuance and to interface with contractors as needed;
- Interface with MND and other relevant authorities on regular contract submissions and other ad-hoc documentation requirements;
- Review and advise on procurement/contract specifications/requirements;
- Review and prepare department’s quarterly Procurement, Tender or Quotation updates for the Town Council meetings;
- Perform familiarization briefing and guidance to Town Council staff on basic TC Financial Rules for procedures & compliance on quotations and contracts;
- Facilitate signing of contract documentation with internal and external parties;
- Closely monitoring of expiry and renewal of Term Contracts;
- Liaise with Contractors, Consultants and other Authorities on contractual matters;
- Sourcing of latest related pricing and best practices to ensure competitiveness;
- Ensure good housekeeping and record keeping for Procurement/Tender/Quotation matters;
- Training team members to identify non-compliance issues and facilitating staff to convey proper advice;
- Any other duties and goals as prescribed by Head of Department.
JOB REQUIREMENTS:
- A Bachelor’s Degree, preferably in Business, Economics, Supply Chain, Facilities Management or related disciplines;
- Candidates with a Diploma in Law, Facilities Management or Quantity Surveying and strong work experience may also be considered;
- Minimum of 5 years of experience in procurement and/or contract management, with at least 2 years in a supervisory capacity;
- Extensive project leadership experience may be considered in lieu of full-time supervisory experience;
- Strong negotiation, conflict resolution, influencing and stakeholder management skills;
- Proactive team player with the ability to manage relationships and work well with stakeholders from other Departments, external agencies and contractors;
- Public Sector and/or Town Council experience will be advantageous.
