Key Responsibilities

Strategy

· Contribute to the Global & Regional SEF strategy through origination, execution and control process required to deliver on SEF 5year corporate plan. Specific focus on inbound ASEA and SA transactions and outbound transactions from China.

· Support the SEF business by supporting the various key control functions such as Centre Of Excellence, documentation/execution of transactions, liaison with Agency, PAM and SAG.

· Support in design / implementation of control tasks for effective mitigating non credit risk in new SEF transactions and transferring best practices to the SEF portfolio.

Business

· Support SEF ASA team in origination and execution of transactions with focus on ASA Region (inbound) and work with China PEF team on China outbound

· Supporting the monitoring the SEF Portfolio and drive the co-ordination between Agency, PAM and SAG to ensure that compliance with ECA/MDB policy requirements

· Ensure handover of new deals to Agency (by the front office deal team) is done properly with clear explanations. The explanations include items such as documenting milestones/ amounts / information to be submitted to ECAs / checks to be carried out by Agency / stakeholder contact details etc. for each draw down during the Availability period.

· Maintaining regular contact with relevant Client (Borrowers and Exporters) and ECAs/MDB and update on policy changes and recent developments.

· Responsible for establishing regular ECA knowledge building sessions with Coverage, Agency and PAM.

· For CG12-14 borrowers, be the central SEF/ECA/MDB interface with SAG and PAM for ensuring compliance with ECA/MDB conditions, etc.

· Supporting origination and execution of new transactions

· Develop relationships with key external (primarily borrowers and exporters) and internal teams such as Agency, PAM, SAG, GLS etc.

Processes

· Work with wider SEF and PEF teams to support the delivery of the SEF strategy in a safe and well-controlled manner and on an end-to-end basis – incorporating infrastructure requirements and building a business that is fit-for-growth.

· Manage the implementation of R&R’s between SEF, SAG, PAM and Agency teams.

· Prepare and implement an annual review plan which will ensure that over a 12 month period every deal is checked atleast once (the check being that all ECA requirements have been complied e.g. in relation to reporting of covenants, creation of security, reporting of SPOC, compliance certificate, E&S matters, supporting documents for draw downs etc).

· Review on regular basis compliance with ECAs requirements, shortcomings of existing processes and suggest improvements.

People & Talent

· Work closely with the SEF ASEAM team to develop junior talent and also develop in the job expertise

· Work closely with Agency, PAM and SAG teams to continuously draw their attention to all the control items.

· Engage with ECA facing experts within the Global SEF team and continuously improve your understanding of ECAs’ requirements to ensure the ECA Cover remains valid.

Risk Management

· Support the SEF business by carrying a periodic review of all deals (Portfolio and new deals) to check that the appropriate controls are in place and being followed by PAM, Agency and SAG.

· Support the SEF business during any audit and compliance issues and working with deal team to resolve the same in a timely manner.

· Support the SEF business to ensure that any Risk Management matters highlighted to GH SEF are remedied and / or escalated appropriately.

Governance

· Is responsible for escalating to ED, SEF and GH, SEF any non-compliances or near misses in terms of reporting information to ECAs / SAG / Agency which may invalidate the ECA cover.

· Will support ED SEF and GH SEF in developing any remedial measures / process to improve monitoring of deals.

· SCB Coverage teams in target markets

· SCB SAG team – including credit

· SEF Global team – London and other regions

· SCB - Legal & Compliance

External

· Export Credit Agencies, Multilateral Development banks and other eligible cover providers

· Lenders’ legal counsel

· Lenders’ Other consultants (E&S, Technical etc).

Other Responsibilities

· Embed Here for good and Group’s brand and values in UK/FM/GCM; Perform other responsibilities assigned under Group, Country, Business or Functional policies and procedures; Multiple functions (double hats);

Our Ideal Candidate

· Able to demonstrate strong credit analysis and structuring skills (through case study)

· Ability to demonstrate strong understanding of loan documentation and documentation issues in ECA facilities

· Experience of working directly with clients in the Asia region (demonstrated through deal experience) with strong focus on Chinese clients into ASEAN and South Asia

· Proven sales, marketing and negotiation skills demonstrated through transactions closed experience

· Display understanding and experience of ECA programmes with key focus on Sinosure deal experience

· Display ability to be independent and manage conversations across multilevel demonstrated through transactions worked on

· 10+ years experience of project and export credit agency supported financings

· Ability to work as member of a global team demonstrated through working on cross border transaction with multiple stakeholders

· Mandarin language would be advantageous as a large part of the scope of the role involves working with Chinese ECA and Chinese clients looking for support in SCB markets in Asia.
